Job position- Supply Chain Manager

Work location – Maiduguri
Reporting to – Logistics Coordinator

Supervision of– Logistics Officers/Assistants

General purpose of the position

The Supply Chain Manager will be in charge of carrying out supply chain management of all procurement activities whilst ensuring full compliance with INTERSOS/Donor requirements in terms of procurement for the whole mission. He/she supports the Logistics Coordinator in Logistics Supply Chain management, reviewing and preparing all documentation during the procurement process, supplier framework agreements and contracts negotiations.

Tasks and Main Responsibilities

Under the support and direction of the Logistics Coordinator,

· Coordinates manages and takes accountability for the supply and logistics support to INTERSOS operations, including the efficient, effective and transparent procurement of the required goods and services according to INTERSOS policies and standard operating procedures.

· Establishes a reasonable and appropriate lead-time for ordering and delivery of goods, ensuring this lead-time is followed and achieved as per the different grant timelines.

· Maintains transparent and efficient general contracting systems through INTERSOS standard Supply Chain due diligence.

· Implements the INTERSOS Nigeria Mission’s logistics policies and procedures for the management of the supply chain, including procurement, transport and distribution, warehousing and stock management, and for the management of vehicle fleets, communication systems, and assets.

· Ensures that INTERSOS minimum standards of logistics procedures and Nigeria Mission policies are implemented and adhered to throughout the programme, briefing and supporting relevant staff as required

· Manages and supports logistics staff including ensuring appropriate team structures, clear division of responsibilities, clear objectives, and management of performance

· Ensures that the supply chain is appropriate and cost-effective, based on budget, markets, infrastructure, nature of the INTERSOS Nigeria programmes, and need for a timely delivery.

· Provides advice and support to senior management on humanitarian logistics issues, and collaborate with staff on budgets, technical aspects of the programme, and implementation mechanisms as required

· Within delegated authority may be responsible for emergency programmes security management in line with INTERSOS guidelines and procedures.

· Where appropriate, be responsible for developing and implementing emergency preparedness strategies across the logistics aspects of the Mission.

· Provides logistics training and capacity building as required across the Mission.

· Supports the Logistics department in any other capacity as designated from time to time.

· Any other task, assigned by the supervisor.

Professional requirements

· Minimum of a Bachelor’s Degree or Equivalent in Supply Chain Management

· Minimum of 4 years of increasingly responsible professional experience in the substantive area of the supply chain, of which at least two years in conflict-affected areas. Working experience in North- East of Nigeria will be an added value.

Personal requirements

· Good communication skills and ability to conduct training and awareness.

· Understanding of gender, protection and human rights.

· Knowledge of the local languages spoken in the operation area is an asset.

· Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.

· Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.

· Ability to work well under pressure and in adverse conditions.

· Proficiency in common computer packages and financial software (MS Excel, MS Word)

· Good command of written and spoken English, Kanuri and/or Hausa Language
