Context:

Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. A general improvement in the assistance and protection of migrants and migration management capacity in the region is necessary to better respond to these complex migration flows.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Initiative for Migrant Protection and Reintegration in Africa (hereby called “the Joint Initiative”). Implemented in 14 countries, it aims to protect the security, dignity and rights of migrants along this migration route and to help improve the reintegration of returnees. This will be achieved through different types of interventions, depending on the context and needs of each country, including protection and assistance of vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in communities to which migrants return, the dissemination of accurate information on migration risks and legal avenues to migrants and communities, and the collection of data on migration flows and on Assisted Voluntary Return and Reintegration (AVRR) activities and outcomes.

Amongst other interventions, facilitating access to consular services for stranded and vulnerable migrants is an essential step in the voluntary return process. Currently, numerous migrants seeking IOM support to return home from transit and destination countries in Africa do not have valid travel documents. IOM is working to ensure timely access to basic consular services for migrants in need and to provide more systemic support to reinforce consular procedures, increase coordination between the capitals and the embassies/consulates, and enhance

cooperation among Economic Community of West African States (ECOWAS) Member States.

Based on the assessed needs, a facility is established to provide to countries in need within Western and Central Africa the necessary means to build the capacity of government officials on migration management topics; including targeted support to enhance consular services and to support intergovernmental cooperation on migration management topics.

Under the overall supervision of the Regional Director and the direct administrative supervision of the Chief of Mission, Nigeria and the direct functional supervision of the Regional Programme Coordination Officer in Dakar, in collaboration with the Support to Free Movement of Persons and Migration in West Africa (FMM West Africa) Programme Manager in Abuja, the Capacity Building Officer is responsible for contributing to the formulation and implementation of capacity building and technical support strategies to support the Joint Initiative countries and, in particular, the set-up and management of the Facility for Consular Assistance (FCA).
